Useless eNatis and Fochville DLTC

If I could give a zero star rating I would. System is always offline. After waiting months for an appointment I finally get one an hour and a half from my home. I get there and it takes a half an hour for an eye test even though I already have one done by an optometrist . Thereafter, I wait until the day I die because the system is OFFLINE. is it ever online???????
