Student penalised for Corona cancellation

My daughter needs to attend practical at Unisa in jhb but due to Corona this has been cancelled. Why cant safair give her a voucher to rebook once she has the new dates from the varsity without penalising her R300 per flight.... these are unforeseen circumstances and adjustments need to be accommodated surely?
