Policy in contravention of the Consumer Protection Act

I have a really bad experience with FlySafair up date. On 3 October 2019, I booked our flights, departing on 23 December from Jhb to George. This will be my first time traveling with FlySafair. Initially I booked and paid for 2xsports equipment luggage (return) amounting to almost R1000.00. On 27 Novemver 2019, I contacted the airline as I do not need this added service any longer. The airline is refusing to cancel and to refund me for the cancellation of this added service. The call centre agents were extremely rude and arrogant when I requested reasons for their refusal. Dropping the phone in my ear when I requested they refer me to the exact clause in their policy document they are relying on etc... nowhere on the website does it warn you to take note that the added service will not be refunded when cancelled? Explain to me how you can cancel a flight with the option of a voucher or cash refund but not sports equipment/luggage that you no longer need to transport? They were notified almost a month in advance of he cancelation. Why should I then be penalised? What inconvenience does this cause Flysafair? Do they incurr any other unreasonable expenses in cancelling and refunding this portion of he booking. I am seriously considering to lodge a formal complaint with the National Consumer Commission. Their policy is in contradiction with the Consumer Protection Act, more specifically clause 17 thereof - Consumer's right to cancel advance reservation, booking or order... I doubt that I will ever again make use of this airline again FlySafair ZA
