No care for hand luggage

When the overhead storage is full, you’re made to store your hand luggage in the hold and given a ticket with a number. After landing and waiting for our bag, we discovered someone had taken ours. Complaint is that all the bags are simply dropped on the floor for anyone to grab - it’s open shopping for whatever bag you like. What is the point of the ticket with a number, when even Swissport Baggage (the baggage handling agency) didn’t want those tickets. Simply took our number in the hopes someone brings it back
