Luggage paid twice

I paid for a ticket online and it included the luggage, when my young sister got to Capetown airport she was told luggage was not included. I tried speaking to the consultant and asked for email to send the booking confirmation but he couldn't help us. We had to pay R250 extra😔😔😔
