Luggage management

We were traveling from King Shaka to OR Tambo, we checked in our luggage an hour before the flight was delayed. We couldn't find our luggage when we got to OR Tambo, we waited there for 45 minutes, there was no staff from Cemair on the floor, then security escorted one of us to their office because we were 8, only to find the staff sitting chatting and eating there with our luggage, and they claim that they have been there at the luggage collection, transport had to charge us double for waiting for us. Cemair doesn't want to take responsibility for this.
