Cemair grounded as they steel your money also

Book a ticket with Travelstart and over this period Cemair was grounded. This was done in December 2018. Now that I want to claim my money back Travelstart is telling me that Cemair must return my money and Cemair is saying they never received the money from Travelstart. They apparently only receive the money once the person took the flight. At this staged I really don't know who is lying to me.
