no refund

been waiting for a refund for a cancelled flight since October, had to pay a 10 dollar penalty for what I don't know and then was promised funds would be back in the account by the latest 24 December 2015, now Jan and nothing !! cant get thru to them and nobody wants to help.. disgusting that they still sold tickets and had no intention of taking off but they still took peoples money.. any help with who to contact would be appreciated !!
