Is this legal?

Our April flights to Namibia were cancelled yesterday by FlyAfrica who apparently are still awaiting final government approval for this route. Is this legal? Can an airline advertise and sell flights on a route that I doesn't have approval/license for? This sounds highly ******* to me! my previous experience with FlyAfrica was not hugely positive either so I won't be using FlyAfrica again. This means we've had to book new flights at extra cost and are now chasing for a refund.<br>
