Absolutely disgusting service

I bought a cleaner. This thing doesn't move. I have had the company who built my pool come out and still nothing. I called and was told to write an email stating I will pay a call out fee if the cleaner is fine. I wrote the email and have emailed again and still nothing. The lady was so rude on the phone and didn't even care.
