Unhappy Customer/Delayed Flisp Application

I have since app**** for FLISP application after my bond was approved. Since they didn't give me the 100% bond approval, I then decided to apply for FLISP to cover the deposit. After I have app**** I was told by Phemelo that the second page was not filled in completely and that I must complete another one and send it through, by then it was sometime in October 2020. I think it was on the 12 October 2020. I immediately completed it and send it through to him whereby he acknowledged receipts of same and that I must contact him on 18 November 2020 for the outcome of the application. On the 18 November when I contact Phemelo I couldn't get to him but I never gave up, i kept on contacting FLISP whereby i was told that Phemelo is no longer working for the department and that they can see that my application is long overdue and they will escalate my query to the relevant department. One day when I was at work I then received a call from one Anele from FLISP asking again for my son's I'd copy, likely I had it with me and immediately send her my son's certified I'd copy of which she also acknowledged received of same. A week later I called them and there was no respond from their offices. One day again when I called my call was answered from the reception they gave me the email address of their senior by the name of Lebogang. Even after writing several emails to Lebogang she has never responded to any of those till to date. Today, the 05/01/2021 I called FLISP again and the reception answered and told me she's new in the department and she's unable to help me, that's when I decided to write an email to Anele likely this time Anele responded and told me that she's not with the department anymore and that she will escalate my email. This time I could see that she even cc Lebogang this time. I'm still waiting even though I'm not sure till when. What I need is a way forward because the whole process is at stand still because of this application. Everyone will start handing the matter and later when making follow up, they are not with the department anymore. Can somebody help me in this regard because it's not only me who is suffering but mostly my children who also need a place they can call home. Thank you
