Dont qualify for Flisp as first time home buyer

Three years ago I app**** for a Flisp state subsidy because I earn less than 22k a month to qualify. I was approved by Flisp for a subsidy for 70k. I was divorced and my 71 year old mother is under my care and made me to qualify for the subsidy because my mother was seen as a partner staying with me. Unfortunately I had to cancel the buy of the flat because the flat was high jacket and because of covid the ******* tendand was not alowed to be evicted. I managed to get another flat again end of November 2020. Again I app**** for the Flisp subsidy but for three months I did not get any reply from them and all of a sudden using the excuse I was divorced and I must have a partner to qualify? But with my first aplication I did qualify because my 71 mother was under my care? Flisp is bias and only help people in the township and use all kinds of excuses for people staying in town not to qualify. Johanna seens to be the one in charge of this Flisp subsidy and you get no response or assistance from her.
