Refund incorrect

Emirates tickets - travel May to June. I bought emirates tickets through flightsite. In the first week of May, I called to find out what my options is. I was advised that the funds can be refunded. I then asked if there is any charges involved, as the emirates website showed that full refunds is possible. I was assured twice that there will be no charges and a full refund will be done. Which should be R28k. 2 months later I received the refund but only R23800 was paid. Where is the balance????? I want my money. My calls are recorded. I was advised NO COST!!! So no fees to be charged to refund. If that was the case, i would have kept the tickets and changed my dates.
