Very steep service fees???

I am a little bit confused... I am trying to use my Samsung FC travel voucher but feels like I am being ********** with quotes received. Upon asking what FC service fees are I was told that it is undisclosed information... How much of this voucher is mine to 'work' with though as I have been charged R5000 for a 'normal' priced standard room of R3900...R1100 seems quite steep for service fees?
