Cell C data voucher failed

I have bought a data voucher from my own flash machine, Cell C 20GB + 60min for R199.01 when I tried to load it, it send a message that it failed and that I should call 140, which I did. Cell C customer care couldn't help me they say I should phone Flash which I then did they indicated they are just the reseller they can't do anything to help me I should phone Cell C. So I am back to square 1 without the data or my money back. This happened last year October 2023 as well and is still not resolved, Cell C and Flash are somehow pocketing money that we don't get our data for this is not acceptable last year I lost R200 and I will not loose it again.
