Unable to request for a refund or go to resolution centre

Unable to request for a refund or go to resolution centre to reject a low quality delivery of work from a seller. Once review time lapses the system forces one to pay the order even though one is dissatisfied with the seller's work. Completely unfair as I can't even write a review on bad service experienced from the seller.
