Promise made never kept

Two of the gates at Siesta flat are not work and Dirk is aware of this gates, everytime one ask about the repair one gets the same reponse before end of the work or the supplier has not given him feedback.My worry is that people are going on away who will pay for any loss to there flat. Last notice received from them is that on the 28/11/2015 the matter shall be sorted out till to date nothing has been. Same of the tenants dont even have the key to the big gate and it is not been locked . WHEN ONE HAS A PROBLEM ONE DOES NOT KNOW WHO TO INFORM AS THERE IS NO LANDLORD.
