No service and rude caretaker

I stay at TOULON FLAT which is managed by FPT. They recently dismissed all the guards that were working here. And installed camera saying they will protect us.only to find out that the cameras are not even plugged in. The gate we have is a normal gate which people leave open because they installed the "buzzing" system but did not change the gate to those once which spins. Recently "hobos" have started sleeping in the Ba*****t in the Ba*****t and when you call the caretaker"who doesn't stay here by the way" he says " call the police" this are some of the issues we struggle with and yet we are paying around R6000 for rent every month. What people need is.. 1. A caretaker who stays here 2 security guards(especially night shift) 3.tje spinning gate that allowed one person Y a time I hope some of not all of this will be addressed
