Lift not working for unknown times and the overall building and rental agent and owner of the building that do not maintain the building or lift or windows in the block of flats mply p

Good Day I have been a tenant, for over 25 years at a block of flats which have one land lord, and the managing agent is First Property trust. According to the rental agent they dont deal with any maintenace issues as the owner use their own contractors, which has nothing to do with the overall maintenance and informing of the tenants of the issues when the tenants request assistance and answers. I would like to put review on of in which condition the current state of our lifts is, we have experienced problems with the lift not working, standing for week or two, without any indication of the problem, not even the rental agent or the caretaker is informing us of the problem. As I am working at a Property manging group and rental agent myself, I do know the law and the Sectional Title Managing Act myself, and I have written to the rental agent and the caretaker previously with regards to the fact that there should be a 10 year maintenance plan in place already since the new Sectional Title Managing Act came in effect the 7th of October 2016 already, each Sectional Title ( meaning a block of flats should have a reserve fund levy in place for the maintenance of big projects sucha as al lift not working, whether the block of flats is owed by one owner or various owners, they still need to comply with the STSMA and it seems that this is not done or in place, not alone is the lift not working it is also not safe, to get in the lift as you never know when the lift stop working and you are stuck in the lift, As a building consisting of 5 floors there should be a proper lift in place and it should be maintained and check yearly, to make sure the lift dont breakdown and are standing for days without working, which is currently happening and happened previously as well, and the lift is standing for week , two weeeks sometimes even longer and no feedback is given on the problem with the lift or the time frame as to how long it will take to be fixed, which is not acceptable, our monthly rent is taken and the tenants is paying monthly for services such as a working lift. The lift was standing in April 2023 for three weeks not working, the lift is standing again since Saturday the 14th of October 2023 and is still not working.

Further to the lift there is also issues with the windows, the putty of the windows is falling out, you can"t even open the windows properly if you staying in the flats as there is not putty keeping the windows in place, the frames that the windows fit into is rusted, some of the window frames is so rusted that when it rains ithere is leaks inside the property due to the rain.

I do need other potential tenants to know and to make sure they review the rental apartments and the agents and even if they can find out the owner or owners of the property and do some homework before moving in to a rental apartment.
