LANDLORD SWITCHED OFF POWER TO UNITS THAT ARE BEHIND WITH THE RENT

a lot of people in the building are struggling to pay their monthly rent due to COVID19 and they have paid the electricity bill in full. and yet the LANDLORD CAME AND SWITCHED OFF THE ELECTRICITY TODAY. he keeps calling people ******S and he refuses to do maintenance on the building. can someone please advice me on steps i can take.
