Worst bank ever refuses settlement payments

I asked for a settlement letter and your offer was 10% discount, whereby I counter offered R9000 which you won't accept, I have paid my loan for 5 years and never missed a payment. As a consumer I want to settle the account and have it closed yet you would rather me not pay and close the account. Worst bank to settle your debt, they do not care about customers and only themselves. If you do not accept my offer tell your department that I will pay monthly R10, you cannot refuse as my consumer right is I am willing to pay and you refuse to listen, instead you spam me with your final demand sms which I block each time. My offer went down to R8000 due to the stress you are causing me for only wanting to settle the account.
