WHY is FNB the only bank allowed to do PayPal?????

Terrible situation due to new system pertaining to Paypal, FNB have over 3 000 Dollars worth of our HARD EARNED Forex that they are still not paying over into our Standard Bank account, with continuous phone calls and empty promises we still are without our money ... it has been 9 Working days, no offer of a solution in regards to a "system upgrade" they did not INFORM anyone about, This is SHOCKING!!!!! all we get told is a finance person will pay over our funds??? WHEN?? WE HAVE BILLS AND SALARIES TO PAY! This is just DISTGUSTING!!! Wake up! - NO ETA - NO FEEDBACK - NO REFERENCE.... Disappointing !
