Who is responsible?

I switched my homeloan to FNB in July 2022. The document received indicated I qualify for 61 000 ebucks for the switch. This has not been allocated. When I sent an email to the homeloan sales consultant, she said I must contact eBucks. When contacting eBucks, they said I must contact Homeloans.
