What Dispute Resolution Team?

I have been trying to get hold of someone in the Dispute Resolution Team of FNB. They have given me a ref. no. and nothing gets done.You call FNB and they push you from one department to another and nobody can take responsibility. They are no longer allowed to deduct money from your current account to pay arrears on another account.
