Waiting for two months to finalise credit card application

I app**** for a credit card in July. I still haven't received the credit card, but received an account (they didn't charge me anything). I lodged a query with them after I received the account, saying that I was still waiting for my credit card. They called me back, and advised that they are going to resolve the query and call me back the next day. I've been waiting for a week for them to call me back. Is it normal to wait more than two months to receive my credit card?
