Vehicle Licence - Poor service

I app**** for my vehicle licence at the bank. They charged a fee but up to now I have not received my licence or any response from them. I have phoned numerous times and even went to a branch to complain but no one can assist me. This is terrible poor service. My Licence expires the end of February and no licence in sight. this is really unacceptable.
