Unreturned funds for failed payment.

I have made a payment from my account on thr 29th of October. It says it fails but the money deducted from thr account. I made a follow up payment but the deducted money for the initial payment which is marked as failed didn't return to the account. I will appreciate it if someone looks at this as it's causes a financial inconvenience. Thank you.
