Unexplained hold on my paypal account

I have linked my paypal account to FNB and i have been using this service for a while. On the 05/01/2021, i tried to withdraw from my paypal then out of the blue i recieved an error message stating that my account is on hold tried calling FNB paypal dept and i was spoke to Refilwe who tried to transfer my call to the revelevant dept whereby she was told that they are knocking off and it was not yet time to knock off. They said my account was not blocked. Refilwe took liberty to investigate the issue and she discovered that there were 2 tax nr under my account. Now my question was who added the 2nd nr? Puleng told me that the was a form that i needed to send which was implemented in 2017. Only now that i am being told that there's a form that i need to complete after so many transactions has took place and only now? This is totally unacceptable and unprofessional. Can you please lift that hold on my account because i am sensing ********** activities on my account.
