Unauthorized access into my bank account

My (ex) cheque account had an O/D, was blocked, and I had down payment arrangement in place to settle outstanding debt. This account was listed on my banking profile (could make payments into, but obviously can't draw from anymore.). In December 2015 I actually made double payment (internal transfer from savings). Some days thereafter, i noticed that cheque account was altered and listed as a \legal"account"
