UNAUTH DEBIT ORDER, WHERE IS THE POPI ACT IN ALL THIS

received a email stating an unauthorised debit order will run on my account. no one asked my permission for this. and account being debited was closed more than 10 years ago. the call centre was unable to assist, saying if i make a payment before the due date the debit order ill not go through. it should not go through at all. who is going to pay the "NO FUNDS/ INSUFFIECIENT" debit cost ON A CLOSED ACCOUNT? OR THE COSTS ON MY CREDIT CARD COZ THERE IS NO MONEY TO DEBIT IT FROM?
