Unable to tell me why my Student load is denied

I app**** for a student loan of R38900 in April 15, which was declined according to then due to affordability, when I asked then what amount I will qualify for they said they do not know, I must just reapply for a lower amount. I reapp**** end of July after I got a salary increase for the amount of R28900. And yet again got the response it was denied. This time I'm told they are unable to tell me why it was denied except that I did not meet the qualifying criteria, but they cannot tell me which of the qualifying criteria I did not meet. I cannot comprehend what of the qualifying criteria I did not meet as they are constantly calling me telling me that I qualify for several of their other products that has already been pre-approved that are much higher amounts then this what I actually require. I really would like then to tell me what the qualifying criteria is and where I do not meet this criteria as it is my rite to know why my student loan is declined.
