Unable to process FICA documentation

I have been forced to register with FNB in order to bring in money from my PayPal account. I have been trying for over 2 months to set this up, with a number of administrative difficulties along the way. The most recent sticking point being my FICA documentation. I have submitted FICA documentation to *** as per instruction, three times over a period of 6 weeks. Despite being given a 48 hour processing promise, I have never received any response from them. The call centre advises that the relevant department cannot be contacted as they do not have telephone lines, but that I can only keep emailing the same address advising that 48 hours have passed. I have done so, but have still never received a reply, and as of today, my FNB profile advises that my Paypal linking option is still locked as FICA documents have not been supp****. I am currently stuck emailing an address which seems to be a black hole of zero response and zero feedback, while my funds deteriorate in value and become blocked due to 30 day Paypal transfer policies.
