Unable to claim funeral policy

My brother inlaw passed away in the beginning of March. We have been trying to claim his FNB funeral policy for the past 2 to 3 weeks with no luck. We stay in CPT and my late brother inlaw stayed in DBN. The FNB branch gave us forms that the investigating officer should complete.

Here is our challenge. The investigating officer is in DBN. We have phone him and he is just not responding or assisting us. Please help with this matter. Can we go to a police station in CPT to get this sorted? We do not have the funds to go to DBN just to have a form signed. Can someone from FBN please look into this matter and give us an alternative to have this sorted out. Or can FNB send a representative from the bank to go to the police station DBN in order to get the forms signed.
