Unable to access anything

Terrible experience. I try to talk to chat but my one and only phone is not a trusted device. The person says to go on devices on my laptop - i try to do this and when I enter the OTP it comes up with E-96 - User not permitted to access this Process - so i'm just stuck without being able to talk to anyone or do anything with my new accounts. I don't know how I can make any device 'trusted' when at least one of them needs to be trusted to do anything with it!
