Too long to open an account

I have been trying to open a Church account for the past nearly 2 months. I submit documents and they keep requesting the same documents to be sent again and again. when they request for the documents again they keep saying the same thing to fill out the document and send it. I am now lost because I have yet again received another email requesting that I need to fill out documents again.
