title deed for more than 4 years

My husband's name is Richard Makhubela for the past 3 or 4 years he's been applying for his title deed the house was long paid up, firstly he's been going up and down different branches, last month they connected him to home loans he paid R3000, but they refunded him back why? then we found a lawyer he wanted 14000 he refunded us 3000 also, then he went back to FNB to Westgate brunch they gave him some forms to fill which he did 4 times already, then they said the signature is not the same as 30years back who can right the same signature that you did 30 yrs ago and be the same they told him to go to the branch and do another signature which he did he waited for a year nothing then we went to Florida branch that's where he was connected they sent him same forms he filled them and emailed them with everything they wanted we waited today when he checked they say the form with signature is still outstanding, so where did they get the message that he wants to cancel if they did not get the copy of id and the form with a signature exactly what is going on here? why don't they do their job we even thinking of canceling all our banking with them we are so tired to be sent from pillar to post
