This transaction is not permitted on one of the specified accounts

All of a sudden Im getting the message "This transaction is not permitted on one of the specified accounts" when I'm trying to make purchases using my credit card. It's never happened before. I'm upset because I've now had to borrow money from a family member to purchase electricity and buy food.
