This transaction is not permitted on one of the specified accounts

I keep getting an error "this transaction is not permitted on one of the specified accounts" whenever I try sbd do any transaction on the app and cellphone banking. Been calling the customer care and they still not helping. I had to make an emergency payment for my sibling in hospital and now I can't.
