Temporary Loan Activated Without My Consent

I generated a Temporary Loan quote yesterday and then selected "Decline". The next screen asked for a reason, and I chose "Just Browsing" before clicking "Finish".

Despite declining the quote, I received a congratulatory message and the loan was activated on my account. I did not approve, accept, or request this loan. I then spent a considerable amount of time calling for assistance, only to be passed from one consultant to another until my airtime was exhausted. After I had already granted consultants access to my account for assistance, no one called me back.

How does a loan become active after selecting "Decline", and why has no one been willing to assist in resolving this issue? I need this loan reversed urgently
