Still charging higher bank fees after downgrading accounts

I changed my account from Private to Aspire in order to save on bank charges. I got all my new Aspire cards - cheque and credit cards. I saw now that my bank charges were still just as high, so I queried it. I was then informed that they only downgraded the credit card account, but not the cheque account. So they're still charging me the higher bank fees. This makes NO sense, because I have the Aspire cards for all my accounts! Yet they're happily still charging me the higher account fees! Is this deliberate, or do they just not know their ****s from their elbows?
