So called Premier Banking is a farce

For 3 days now I have been trying to purchase a simple app costing R51.99 from the Google App Store. There is more than enough money in my account and yet every time when I try to complete the purchase it says that the transaction is declined. I have been on the line to the "team of premier bankers for all your needs" more times than I care to remember and I am fed up with their attitude of non-interest in the fact that I am not able to complete this simple transaction. I have been told that there is no reason why it should be declined and I should discuss it with the Google App Store people which I have done only to be referred back to them. Today I finally spoke to someone who at least pretended to be willing to listen to my frustration after I told her that I was about to call customer service and ask them to find all the calls logged against my account during the last 3 days. She said she would investigate the matter and call me back. She called me back later and said that it seems that because I tried the transaction several times (only because it was rejected time and again while I knew there was money in my account) that they may have put a block against that supplier and that amount. She said that they had lifted the block and I should try again and it would go through. Of course this was not the case. I have tried again this evening thinking that it may take a while for the lifting of the block to be loaded on the system but the transaction is still being declined. Then when I tried to get hold of premier banking again and had to hold on for nearly 10 minutes while listening to a cheerful woman telling me to try their on-line app and every so often saying "still holding on - you must LOVE our on-hold music." Do these people have any idea what this is doing to somebody who is holding on because he was unable to get any joy for 3 days and had already been holding on far longer than he ever wanted to spend trying to resolve a matter which I assume should be simple to resolve for any bank who was actually interested in "how can we help you" instead of just using it to con people into transferring their accounts to them.
