Small Business Fund Assistance

I have been banking and loyal to FNB for the past 10years they hold our personal and business account trying to build my profile with them, I was offered 2 different government contracts to supply goods to them I went to FNB Northgate with the 2 Letter of awards asking for funding, latter on I did send them Purchase Orders for one of the contract, requesting for funding or overdraft which they declined based on the information that we didn't have sufficient turnover this year. The company turnover in 2017 was above R2m based on the audited financial statements, We are a small business trying to get assistance from these big Financial Institutions but despite having providing them with valid purchase orders they were not willing to assist at all. This is so frustrating how can we get the turnover without their assistance, I even advised the business banker if they could cede the contract and pay direct to the supplier and when the customer pays they will take their monies and interest. Please advise on the way forward why does FNB reluctant to promote small businesses!
