Security Issue!

I feel very unsafe with all the security alerts/issues with Banks. We pay for a service of having our money/accounts with banks under the impression it is secure and safe...but is it really?
How do so many people fall into ****s/*****?
In the contract there is a security clause stating never give out your personal bank details or pin, yet you have to?

When i call any bank with a concern/issue/query, i have to identify myself and provide information that the consultant then verifies on the system, all good. I know i am calling the bank, no problem.
But, what happens when the bank calls me? I refuse to talk to the bank on the phone without knowing it is the bank calling. How would this be done? The bank can provide a password to you or send an SMS with a pin to provide over the phone? There are many solutions!
Can anyone from my bank answer why this is not done? Your Statement \How can we help you"...do you live up to that?
Why is this not an issue to the bank? We provide them with all our personal details and information"
