Sealed envelope left at Bank for security

My late husband had a sealed envelope at the bank. When I requested it they could not find it suggesting that he might have taken it. Surely when such an important item is taken from the bank he would have had to sign for it? I am searching high and low for his documents and am certain it would be in the envelope kept by the bank?
