run out of stamps???

went to fnb today i needed a form for rates rebate for having sold my house in durban i was told that i would need them to stamp and sign the form for me to send back for a rebate, i get told they dont stamp forms anymore and i must download a proof of address etc from their website, the municipality in east london will not accept that the form has to be stamped by the bank and signed by them same thing the did about two months ago with an application with sassa???? I cannot get my rebate unless they sign and stamp the form
