Revolving loan account

I have been attempting to get assistance since 7am regarding my revolving loan account.

I have been referred to 3 different departments and none are able to assist me. I cannot keep calling everywhere!!! I am unable to access funds from this account and I'm now told that I can only do one withdrawal. I have had this account for about 2 year or possibly longer how am I now not able to access funds the way I have been in the past.
