Refuse to close account nr ***

I am a South African citizen married to an American citizen. We moved back to South Africa in 2009. My husband opened an account with FNB, giving me signing powers. He did not have work authorization at the time and still does not. He app**** for work authorization, but the South African government is extremely slow in issueing work authorizations. For that reason he returned to the USA and is still working there. At the end of 2015 FNB froze his account because he does not have work authorization. We explained that he never had work authorization - not when he opened the account either. They refused to un-freeze the account. In that case we asked them to close the account, but they still refused. They say my husband has to fly back to South Africa to close the account. They cannot close the account while he is overseas. So the account is still frozen. I cannot use it, neither can my husband. Only FNB is using the account by adding fees every month - which I have to pay, because I have signing powers. I'm sick and tired of this situation. I insist that they either close the account or unfreeze it. Even if my husband returns to South Africa, he will still not have work authorization and will still not be able to use the account. What is the use of an account that costs money but you cannot use it?
