Refusal to close my Account

I have a Gold Cheque Acc for quite a long time now, there is a Overdraft and Revolving Credit linked to my Acc, I Went to a branch to ask if they can close the Acc and we make an arrangement to settle the two, however the Consultant refused to do so, is this means I dnt have a freedom to bank with whoever I want to, why should I continue paying high monthly charges for the Acc I won't be using?
