Refund ( Law on Call)

I was expecting a refund as early as last week, yesterday I called the whole-day, with empty promises, I have sent several emails yesterday and today morning with no response. The final call I made I am told that the responsible person is in a meeting and I need to wait for him when he is out of the meeting around 4 pm. Today is the 9th working day, the person I called says he does not know when I will get the refund.

What do I do?
