QUOTATION, DECLARATION & PRE-AGREEMENT

I was sent a QUOTATION, DECLARATION & PRE-AGREEMENT from the credit card department, advising on the 19 April 2015 that I qualify for a credit card upgrade. On enquiring at the premier banking section to establish how far the credit card is from being posted, I get told by Nomhle Ngubeni that I don't qualify???? <br> <br> I'm still waiting for the credit card department to tell me why I received a QUOTATION, DECLARATION & PRE-AGREEMENT if I didn't qualify and why Nomhle Ngubeni didn't offer me an alternative solution,
